What criteria qualified them? Ranked 17th in Florida. Lost in round of 16 at state cup. Please don't tell me 2nd place in the USA Rec league put them over the top.

Neither team was accepted into Region III league, but WFF was accepted, despite losing in the round of 16.

FYSA can basically take what they want to into consideration. I know there is tension between them and US Soccer so this may be them trying to send a weak shot over the bow. Don't know but there has to an explanation.

So you're saying that they would not take OCYS because they have a development academy?

Then why take a team (WFF) from a club that has ECNL, another competitor to FYSA?

It looks more like a political decision. WFF may have gotten special treatment from someone at FYSA

Not true. Last year Sunrise U14G got in for spring 2014. Previous year Round of 16. Also, as U-15 they got in again. Guess what Round of 16 in State Cup again.
