The Atlantic region has been testing U13 GDA this year. Dropping U13 boys rumors has been rumored for awhile, but splitting u16 and u17 would keep total team numbers (and club $) the same

On the boys side they have no competition from Boys ECNL so the major goal is to make MLS teams happy enough without completely screwing the non MLS clubs that are usually the source of a chunk of the MLS academy players. So dropping U13 isnt a terrible idea there.

Not saying it will work, but possibly what they are thinking here.

There is no justification other than trying to brainwash 12 year girls that GDA is the only pathway to their success. A 12 year old doesn't know if they want to play high school soccer yet they're trying to lock them in and then make them struggle with a difficult decision two years later.
