1) how many adults get it. If not many do then the community risk is greater. Even though kids don't really get sick with it they'd risk missing a lot of school if they catch it
2) what their personal health risks are. Kids with asthma or other medical conditions probably should, healthy kids may not need to
3) what their family situation is. If they live with or frequently see an immune compromised family member who can't get vaccinated then all the close contacts of that family member needs to get it to protect them
