Not sure why N&S stay with the old system but Western MA (football) was the guinea pig for this scoring system.

Division I: 6 points
Division II: 5 points
Division III: 4 points
Division IV: 3 points
Division V: 2 points
Division VI: 1 point
So beating a div I opponent is worth more etc.
Likewise beating a lower div opponent is a weaker weight.
Then by league in the geographical area(in this case Western and Central) will have a weights assigned based on the strength of the teams in the league. The highest rated team from each league will automatically earn tournament qualification.

KS deserves every bash he gets - terrible tactical coach - is one of his many weaknesses- doesn't know how to make adjustments or change style of play based on opponent strengths against beatable teams in important games.
