Do they deserve the #1 ranking? probably not. There are plenty of teams that could have easily been in that spot (NEFC, MPS Bulldogs, Aztecs).

The seeds seem, by and large, to have been based on MAPLE and NEP standings from the fall. Here are the MAPLE Blue standings, with teams outside MA removed:
1. Hammer FC B
2. SF Vikings N
3. FC Blazers O
4. FC United P
5. Abbey Villa SC R Barcelona
6. Valeo FC W
7. CSU T Dalglish
And here are the NEP Premiership standings, again with teams outside MA removed.
1. MASS PREMIER SOCCER MPS BULLDOGS ELITE
2. AZTEC SOCCER U13 BOYS - WINTERTON
3. NEFC ELITE U13 BOYS
4. WESTERN UNITED PIONEERS FC WUP RED 00/01
5. SCORPIONS BU13 ELITE
6. FC STARS OF MASSACHUSETTS CENTRAL UNITED 00/01
7. FC BOLTS CELTIC BOLTS BU13 GREEN
So the first-place MA team from MAPLE got the first seed, the first-place MA team from NEP got the second seed, the second-place MA teams from MAPLE and NEP got the third and fourth seeds, the third-place teams got the fifth and sixth seeds, and so on. Once they were through the top divisions, they went through the second divisions. There were some minor tweaks, but that explains most of the seeding.

Maybe you meant the "trouncing" they gave to Abbey Villa? Oh, wait... that was only 2-1. Well, how about how they crushed the Vikings? Hmm... that was only 4-3. Even the Aztec game was only 2-1.

Some very strong teams. Should be an interesting tournament. I think there are at least 7 or 8 teams that have a legitimate shot at taking home the hardware.
Let the debate begin.
Apparently MPS didn't have 7 more teams to fill out the field.
