Can someone tell me the background of this league? Is it a decent league? First year that we have played in the league and certain things seem odd

Probably the worst non-recreational league in the area! League is poorly managed, league is run by insiders that are solely in place to garner an additional paycheck. You would be better off putting your kid into GYSA, same level of soccer, less travel and GYSA has better leadership.

Same BS as always. How many times are people on this site going to argue that only ECNL FSPL are worth playing. All other soccer is a waste.

As far as I'm aware the only function of a league is to schedule games and keep score . USA does both in a timely fashion . The complaints about this league always seem to be about the level play which is not their responsibility and USA does operate a relegation system so there are consequences if you play poorly . Also the refereeing garners a lot of complaints but clubs assign the assistants and local assigners the centers . USA league does not train or certify the refs so with the very limited supply available I'm not sure what they could do .
A league puts out a schedule nothing more .

what they won't say...
USA league is fine for the junior age groups. From 10-15 one can argue that compared to CDL on any given day the Premier (D1) teams are at equal level. What you find is that CDL clubs fight this by taking jabs at USA by suggesting they are better.
It makes no sense to have these two leagues coexist. it would be great for the game and for the players to have 1 regional bay area league with promotion and relegation to establish which coaches are developing players properly and which are not. until then, its a crap shoot for parents and has done nothing to advance the game in our region.
The leadership needs to change the way they view where the game in order for it to advance.

But this has nothing to do with the league itself they have teams apply divide them up into divisions and schedule games that's it . How the clubs who compete in league operate is nothing to do with them .

I have been involved with the USA League and other area leagues for a few years, here is my opinion. While the backers of the USA League do indeed like to point out that the league has relegation each year, this is simply a false statement. The USA League states they do indeed relegate the weaker teams down and promote the lower division top teams, this is simply untrue. I challenge anyone to check the standings from the previous years, you will see, very few teams are ever relegated, in fact, clubs are given the option each and every year to choose which division they would like to place their teams in per each age group. You will consistently have the same clubs year after year in D1 of the USA League, even though they finished in last place. Secondly, I agree, the USA League is poorly managed, it is next to impossible to get the league to take action, especially if something involves one of the clubs that have a person in a leadership position, rules are skewed to benefit these clubs, this is particularly true of the Director or President of the USA League, PV, don't ever make a complaint about the Lutz Rangers, nothing will be done, and he will have a vendetta against your club. Finally, the USA League really doesn't care about the quality of play, or about the welfare of the players on the field, they fail to do any spot checks of any games, they fail to follow up on any complaints unless it solely benefits one of the leaderships clubs, thus the play on the field has degenerated to a rugby type of game. In closing, it looks as though the USA League is hemorrhaging clubs at the Senior level, alot of the age groups are done to a small one division, parents complaints, club complaints, typically go unanswered, and the quality of teams is brutal. If your club is involved in he USA League, ask yourself, or your DOC, when was the last time you saw a representative from the USA League at any of your clubs games, the answer will be never, this highlights, why the USA League continues to flounder under poor leadership and also a general lack of caring about both the product and the players involved in the league.
