I realize it's tough, but a lot of this is going to be a waiting game.
Some facts. I am giving you current and correct information. READ!
D1 - Dead period. Coaches may not have any in-person contact with recruits and/or their parents. In other words, coaches are not allowed to talk to recruits ON their college campus, the athlete’s school, an athletic camp or even the grocery store. Athletes and coaches are still allowed to communicate via phone, email, social media and other digital communication channels.
D2 - This link explains ALL of the D2 laws right now. Scroll through, most important stuff is highlighted. This was put out on May 22.

D3 - There are no restrictions here. This was updated May 18. Scroll to the bottom of Page 6.

Not to mention if you're a recruit targeting a school in a state that is not within a reasonable drivable distance. If desired school is holding an ID camp, and a kid is forced to get on a plane to attend it-that opens a whole new can of worms.
I don't think this has much to do with coaches calling 16 year old soccer players and gauging interest in their school.

If Alabama has no Covid-19 restrictions, but Michigan is still "phasing" their re-opening, Alabama has the unfair advantage of conducting recruiting events & activities.

- most 2021s already committed in November

All those arguments that "coaches don't shop leagues", "it doesn't matter what team your kid plays on, they can show well at ID clinics", "if they're talented, they will be recruited" are not valid. Coaches need to be able justify their choices like never before, and they will be taking little to no risk on the "diamond in the rough" kids with blank resumé's.

That said that doesn't mean there won't be more. In fact you can guarantee there will be. Governimg boards are looking at all cost cutting measures. Most of the big sports should be ok including soccer and definitely women's soccer (easy Title 9 fix). Scholarships could be slashed. If a school cuts 20 football scholarships and cuts the mens golf team, that frees up women's obligations

Recruiting wise coach budgets will be crazy tight. They will really have to pick and chose events. Events that don't require extensive travel will be important. This is where the ECNL model helps - they have some east coast vs west coast events rather national. Most kids will stay within a half day's drive from home anyway. Also look to see even more ID events on campuses once they can return. Coaching staff don't have to travel and it makes money for them.
