Depends, for example if your child is suspended for a USA League game, and your next game will be the Region Cup, the child will sit out the 1st game of region cup.

Call FYSA and ask, your club DOC should know.
One of my players got a 3 game suspension last year towards the end of the regular season. They sat out our last league game and then had to sit out the first two games of TBU's President's Day tournament.

It does not carry over from league to league but your club should do the correct thing like follow the recommendations form the infraction.

#2 Your kid is age 8 to 13 and got a red card that will sit them out of the tournament. They had to have done something really bad for that. Shame on the parents and coaches for not teaching a life lesson.
#3 Your kids are age 8 to 13 and you're going nuts trying to find a loophole to cheat with an ineligible player. Shame on you again.
#4 Call ML. If you don't like the answer, threaten to never come back. Rules get bent over money all the time at Gerbil. FYSA knows it and doesn't care because Gerbil is big $$$$ and FYSA gets a cut.
