Players with Club DA Teams (U12-U14) and Trying out for RTC/ODP
If you are a member of a DA team with your club, US Soccer has recommended you do not take part in any outside soccer like RTC and ODP. I know a lot of families have asked me about this and the Club DA program was brand new last year and created some confusion with ODP and DA events. Moving forward, DA players should stay with their DA teams and do not need to tryout with RTC or ODP. Now, if you were to be released from your DA or you decided to not take part with your DA team any longer, you would then be eligible for RTC and ODP and you would need to contact me about this. But the Timbers support the DA program for clubs and players in these programs and should not compete in any outside soccer from your DA teams.

Player Participation in Unapproved Outside Competitions: Academy Players must
meet all attendance and participation requirements for training and games for their Academy team during the Academy Season. Failure to meet those requirements should result in removal from the Academy team. Academy Clubs may not permit any Academy Player to participate on a nonAcademy team during the Academy Season. Academy Clubs will be held accountable for the actions of their players. The only permissible soccer related reasons to miss Development Academy activities is National Team duty and U.S.Soccer Training Center participation.

That went out the window in last weekend's tournament. Seen quiet a few DA players playing for another non DA team.
The rule says "Academy Clubs may not permit any Academy Player to participate on a non-Academy team during the Academy Season." Academy Season starts in August, so players affiliated with Academy teams may play in non-Academy events in the off-season.

I believe they can obtain permission directly from their club. If they weren't going to national playoffs then basically their season is over. August is a technicality, let them play.
Now if they didn't get permission that's another story
