To the OP. If the drive is your biggest consideration, you may limit your kid's opportunities. If she just wants to become a better player and doesn't have aspirations of eventually playing in college (which may not even be a thought in her head at this age), staying local is probably fine. But if you an her want play against really good competition driving distances whether it be for practices or games is going to be a requirement. Just my opinion, but don't worry as much about which club you go to. It's really all about the Coaching and training. Some of the larger clubs do really well with training and honestly have some good coaching. The problem that I've had with some of them over the years is the inconsistency with coaches switching out frequently and some of the larger clubs do well at the younger ages (top teams) because they pick all of the bigger and faster (not necessarily skilled) kids for the top team. Smaller clubs have issues as well. Funding being the biggest issue an occasionally turnover in coaching when you have an owner that runs it more like a dictatorship. No perfect answer, but again find a coach that has intense training and is one that has a track record of staying with a team from Ulittle to U18. If you can find a club that has teams at each age group (just 1 that they concentrate on development) that might be your best best. If you go to Got Soccer you can look at the run down of the teams that they have at each age group. If you see a club that has 4 to 5 teams at a age group, I would stay away. Just my opinion, but I've been around the club scene for over 10 years now so I may have a good perspective on thing. NO club or team will be perfect though and it may take you a few tries to find the right fit for your daughter.
