No conversations during a camp or clinic before junior year is interesting - of course everyone will find ways around it
Here’s the NCAA guidelines. They seem pretty clear so anyone looking for a way around them is clearly outside the rules. Given the recent court cases involving coaches taking bribes, you can be sure the NCAA and schools will be enforcing them more. No honest coach will want to risk their job just to talk to your kid early.

More moves will be voted on in April, including using club or high school coaches as conduits for conversations and other loopholes. But also supposedly they will allow conversations starting in the summer before junior year. That makes sense as many kids will attend ID events then and it's kind of silly to think coaches and players won't talk.

Not necessarily. There are plenty of questionable things that go on with their knowledge. For instance, those of us in the college circle know that the PDA Director of Coaching is the Rutger's Head Coach and the assistant is part of PDA as well, actively coaching. They are at practices, games and very much involved. And Rutgers recruits from PDA directly.

The NCAA wears blinders on women's soccer with certain leagues and divisions. Hopefully as the poster noted that this scandal surrounding fake athletes will make them pick up their head in the other sports they oversee.

My understanding is that a few sports (Soccer included) asked for the contact date to be July 15th OR August 1st before Junior year and this will also be part of the April Vote. Their reasoning is that they are already "in-season training" before September 1st and are asking for some time to allow Un-Official vists while not "in-Season"

But to the original posters question I have not heard any updates on the April 2019 proposal since hearing back in January that it was "likely" to pass.
