    MASSACHUSETTS SOCCER TOURNAMENT RULES
    1. QUALIFICATIONS
    A. Independents - schools not in a soccer league - must have won 50% of a minimum eight (8) game varsity schedule. Scheduled games must be against MIAA member schools and out-of-state high schools in good standing with their state high school associations.
    B. Only the first three (3) games played between two (2) schools count towards qualification. League play-off games count.
    2. SEEDING
    In the North and South sections, teams are seeded by winning percentage.
    In the Central and West sections, seeding will be done by the modified Walker system.
    Tie Breaking Procedure (Seeding):
    1. Head to Head
    2. Most Wins
    3. League Champion
    4. Record Against Common Opponents
    5. Coin Flip

                Basically, but also teams that are in leagues with higher division teams can qualify by 50% of games played against equal or lower division teams, rather than all games. If you see teams in the D2, D3 and D4 tournaments with sub-500 records, that's why.
