Men's and Women's groups (U19) include some existing NPL teams on the schedule. Boys and Girls groups (U17 and younger) appear to be new applicants.

"The Florida Premier League is a player development platform for eligible boys and girls youth clubs in the state of Florida. The league was established to increase the options for club based leagues under US Club Soccer." It will continue to expand to include more clubs/teams.

Are there two Florida leagues under the US Club Soccer NPL umbrella: the Florida NPL and the Florida Premier League?

At least going by how close the images representing each league look...

I think they are one in the same, but too many clubs teams and put them in two groupings.

They are NOT one in the same. Florida NPL is for the established US Club soccer affiliated clubs.

FPL is new and is for the clubs that just joined US Club Soccer.

Its like a "training" league kinda-sorta. After next season, those 4 clubs in FPL will be rolled into the "real" Florida NPL.

This is essentially my understanding too.
