    Do I have this right?

10 and under = no heading
    11-13 = only in games
    14 and older = unrestricted

Question from a coach who takes concussions seriously, having several players suffer them over recent years (none involving an attempt to head the ball), and a parent of players as well, who believes age appropriate training is the key, including an emphasis on tactics, reading the game to know that with time and space, trapping and controlling the ball is the proper choice instead of giving it away, on top of the risk involved, by heading.

How does this IMPROVE the current situation in a meaningful way?

Regarding concussions? Like you said this is a good step. Better training of coaches so they know proper technique is another step. Teaching players alternatives to heading is also good.

I think more people are getting the message about the seriousness of concussions - coaches, parents, educators. Unfortunately kids don't care/understand longer term consequences. They just want to play. Lots of rest, missing school and sports gets boring the minute you start to feel better. Of the more serious cases I've seen with concussions (which is too many), it was always when an athlete suffered more than one in a short period of time. These include one kid who failed to graduate HS on time and is still there at 19+. Another made it college but only with tremendous support and can only attend part time. Tie your kids to their beds if need be and take the rest recommendation seriously.

Meanwhile there's a great boxing match Saturday night on Pay per View and a UFC and MMA fight Friday. Don't forget Sunday NFL games. Utterly ridiculous banning heading in soccer!!
Wes Welker back in the NFL with the Rams!! Mush brain by 50.

The USA at it again making idiotic rules in a sport they know nothing about. Can't head a soccer ball at age 10 but you can go to a firing range with your mom and dad while being prescribed Ritalin.

Go out in the yard and drill balls at your kid's head if it makes you feel better. And btw this isn't a "law" written by Congress. It is a guideline by an organization that your family voluntarily participates in. Don't like it? Don't play in it.

This was all about headlines, leverage and settling a lawsuit. Lawyers saw an easy payday and took it, otherwise a big nothing burger.

This is all stemming from a lawsuite. See Mehr vs FIFA (USYS and AYSA) are also names

I heard that there are more ACL tears by athletes than by non athletes. In an effort to reduce the need for ACL surgeries all sports requiring running and jumping should be banned.

In this case it was the result of a lawsuit. The new guidelines will help shield them from potential future lawsuits. Not a dumb move on their part, quite savvy in fact.

Still, the game won't be ruined because ten year olds can't head the ball. Little kids learning how to head is the least of our soccer development problems in the US.

I thought no heading in games from U13 and down?

practices are ok. that is a more controlled environment with a coach (hopefully) providing instruction
