You are right - I am wrong. The original post didn't identify the gender of the enrolled students. They should be in the same division.

For some Reason MIAA places Tech Schools with large enrollments down a division.

The rationale is that a much larger percentage of these kids aren't able to participate due to after school work/apprenticeships that relate to what they are trying to learn in school.

Just saw the MIAA has already posted the alignments for Football for the 2016 season which is further proof that they only care about football. However they do use Multipliers for both Private schools and vocational schools which inflate the # of boys.

Enrollment numbers for this cycle are collected in October 2015

Fall Sports: › During the Spring of 2016 each Fall sport committee develops alignment modification to become effective in the Fall of 2017. The alignments are released in late Summer of 2016 ›

Schools and leagues are given the fall (e.g. including District Workshops) of 2016 to review and discuss these divisional alignments. ›

Here are current alignments thru next fall for all Dvisions
                http://miaa.net/gen/miaa_generated_b...occergirls.pdf

In addition to enrollment notice the 5 alignment codes on bottom of sheets:

Alignment Codes: (1) Vocational school placed down one or more divisions as determined by committee (2) Opted up (3) Co-op team (4) Placed due to level of play (5) Divisional alignment appeal granted (X) Coop Team Approval Expired
While factors beyond enrollment COULD be used, in fact only code (1) is ACTUALLY used regularly. The others are used less than a handful of times despite over 300 schools playing soccer.

The main thing the soccer committee should do is do the enrollment sort into divisions on a STATE-WIDE basis (currently, the sort is done AFTER dividing the schools into geographic zones). It's because they don't do it state-wide that you get some relatively large schools playing d2.
Choose whether 3 or 4 size divisions, and apply it state-wide. Get ride of d2 being only an E.Mass. championship.
Have an equal number of schools in each division as a matter of fairness in terms of the chance of winning a championship. If 3 divisions, it's about 110-115 schools per division; if 4 divisions, it's around 85.

MIAA only cares about eastern mass.... I heard that the Central Ma football alignment is wrong and not finalized.

I wouldn't doubt it, no idea why they were in such a hurry to get it out when they take 6 months to do the other sports.
