Yesterday during my daughters game, the referee called a handball (and pk) vs one of the girls from the other team. What happened was there was shot from about 25 yards out, and the defender (inside the penalty box) puts her arms up to protect her from the ball hitting her chest (boobs). The ref calls handball and pk...I thought it was a bit harsh.

Was her arm tight to her body, no extension or daylight showing, so in effect if it didn't hit her arm then it would've just hit her chest?
Did it take a 'natural' deflection, or was it settled down and easily cleared after it hit her arm?
How old?
Seems pretty harsh to me.

Sorry , it was U14 girls and yes it hit her right in the arm, which were tugged in tight to her chest

Last year it would have been a PK and Red Card, but this year I think they changed the rule and Ref can give a yellow instead plus the PK.
You can usually tell if it was a deliberate attempt to control the balls trajectory, an unavoidable and non deliberate touch or a deliberate attempt to protect ones self.
It's up to the ref's interpretation... the rule leaves some leeway.

Something tells me this was a PK against your daughter's team, not the 'other team'. My guess is, you're upset that your daughter's team was penalized and are also lying by saying it was called against the other team because you want people's opinions here to help you feel better about yourself.
