High school players registering for NCAA

I have seen snippets of info about high school players filling out some type of NCAA registration during high school, in order to be, or to become eligible to play college level. Can anyone experienced with this fill me in? I looked on the College Regulations section of Talking-Soccer.com, but the information I'm looking for isn't there.

High School Guidance Departments should also have the information and help students insure they meet the requirements.
