Now that all automatic bids to R1 have been decided, how does the R1 selection group decide on the few remaining spots? Would they give a spot to a current team, that finished 5th or a new entry? Do results (good or bad) from the past weekend get any attention? Have teams declined their automatic bid in the past?

Palmiero looks at the team's records (League and tournament) and decides. In fact it is very political because Palmiero is very political. So it depends.
Yes some teams decline their automatic bids.

what about a club's history in R1, younger or older teams? does that factor in?

It all can factor in, or none of it can. It is a totally subjective selection method, and each applicant is looked at independently - in connection to the availbale spots in that particular age group.

At rising U17, looks like Syosset will get back in. If the two subR champs get nods then this doesn't leave a lot of openings.

Not only does Syosset have an automatic invite, but so does CFC and the Delaware team. Montclair was the only semi-finalist to have previously earned a return nod by finsihing fourth in the south. These are the 13 (of 16) teams that have earned automatic bids:
Bethesda (MD)
Spirit United (EPA)
Albertson (ENY)
Montclair (NJ)
PDA (NJ)
Stars United (MA)
Scorps (MA)
Stars Rovers (MA)
CFC (CT)
Syosett (ENY)
Hokessian (DE)
Quickstrike (NJ)
and I believe HBC as the Northeast subregional winner

Quickstrike won the Colonial. How they place these teams (if they all play R1) should be interesting. The three Mass teams and CFC would certainly be in the north and the teams from EPA, Maryland and Del would be in the south, but the placement of the ENY and NJ teams is anybody's guess.

We'll just have to wait and see what PDA thinks is in their best interest.

My guess is that PDA, Stars, Bethesda and Albertson won't be dictating much of anything to the "Rat Pack" leadership of R1!!
