Non-ECNL - Rovers and Scorpions U17s and Scorpions 15s are in the memorial Red bracket which is probably the top bracket.

Where will the college coach attention be focussed at PDA? I have the feeling that it's something like this:
Top tier D1 - U16
Bottom tier D1 - U17 and some U16
D3 - mainly U17
Can someone with prior experience comment?

D3's will be mostly at U17 games.

Your assessment is accurate except I will add that many coaches will be looking at specific kids more than just 'going to games'. This is why email communication with schools of interest is critical.
Kids NEED to be identifing the schools (reach, likely and safety) and sending emails to the recruiting coach indicating who they are, who they play for, that they are intested in their college, and a list of their games (times, opponents, and field #) 3-4 weeks before the event. These coaches make a spreadsheet of who they want to see, at what time and what field (sometimes the fields are not in the same locale).
Bottom line...if you're passive and wait for THEIR interest you'll miss the boat!!!

Although many schools in the top 50-75 have long wrapped up their 2010s and most of their 2011s, some schools are still filling specific needs after missing out on their top recruits...especially some Ivies, Patriot league, A-10 etc.
However most U17s have already been identified by now. The commitments you see now are on kids they've been looking at for months.
For many other programs, especially 2nd and 3rd tier D1 soccer programs, D2s and especially D3s there is still some activity on the U17s.
Basically, one needs to determine what kind of program is the best fit and be proactive. Do your homework and find out if a school is still looking and for what positions.
Realistically, if one is. U17 and haven't been in contact at this point you're probably not on anyone's radar...some of the D3s might yet play out.
If one is U16...PDA is when the better programs begin their evaluations in earnest. They got some looks at Vegas but most top programs were doing their final evaluations on the U17s.
So, I would suggest getting emails off to prospective programs ASAP for the U16s.
