This has nothing to do with the NEP final four. You should get yourself educated before you make yourself look like a fool. That being said, I'm pretty certain you were aware how teams got into the tournament you posted

Two different championships essentially coming the same pool of teams except the latter was based on state play vs the former.

National Cup is for State Cup winners of US Club. NH, CT, RI and Mass locally. This is open to non NEP US Club members in various states. For example GPS Blackrock won state tournaments in CT

NPL Championships is for NPL League champions such as NEP NPL, NYCSL NPL, EDP NPL
